This week, police discovered a four-year-old caring for her baby sibling. The two appeared to have been left alone in a broken down shack.
The four-year-old said that her mother told her to look after the baby.
The Department of Social Development has since intervened and is looking into the case.
The children were discovered in Hanover Park while police were accompanying electricians in the informal settlement. The officer who found the children asked a neighbour to look after the child while he reported the incident to social service.
He says the children's living conditions were filthy, and that he came across the four-year-old standing outside with the baby in her arms.
A team of social workers is now assessing the situation and investigating the children's situation, as well as their living conditions. Once this has been completed, the Department of Social Development will determine the appropriate home for the children.
In the interim the children will remain with their mother.
The Department called on residents to be watchful of any children who seemed to be abandoned or mistreated, and to report any suspect incidents of child abuse or neglect.
