Ilunga was born in Brussels but later moved to Cape Town, while he was six years old, with his Angolan mother and Congolese father. He comes from a musical family where his mother's grandfather was a musician, and his siblings were in art and music. Thus, he considers music to be something in the blood.
Besides, he attended a church where he learned how to sing and play the guitar, among other musical instruments. After spending some quality time in the metalcore band Fallen Within, his ideas of what music could be were instantly changed after hearing Kanye West songs.

While he was still in his teens, he began playing the guitar for Spoek Mathambo, a township tech pioneer. In 2009, Noir formed the chillwave duo Popskarr with Terrence Pearce, whom he met through Mathambo. The pair have released various singles.
Ilunga continued to work on his music, combining electronics, guitar, and wide-ranging vocals. With his creative director and romantic partner, RhaRha Nembhard, he created the Noirwave musical style and cultural movement. The project's first single, Till We Ghosts, arrived in 2012 and soon earned acclaim.
In 2015, he released his debut extended play, The King of Anxiety. In September of the same year, he released La vie est belle/Life Is Beautiful, his debut studio album. Four singles supported the album, Down, Chess, MDR, and Best.
In early 2016, he performed live with artists Killer Mike, El-P, Vince Staples, Kendrick Lamar, Mac Demarco, among other leading artists. In September 2016, he was featured by Danny Brown, an American hip hop recording artist, on his fourth album, Atrocity Exhibition. It was officially on September 27, 2016.
