A picture of an overloaded sightseeing bus in Cape Town is making its rounds on social media. The double-decker bus seems to be packed at the top level while the bottom level has passengers lined up to get inside.

@areyouokayanny shared the image on Twitter making references to people constantly speaking about minibus taxis being overloaded. South African tweeps are shocked that a sightseeing bus is allowed to operate under Level 3 Lockdown.

Many SAns have shared the image and responded with distaste at the fact that the bus is allowed to operate. It is currently unclear if this picture was taken recently.

Cele created a buzz with this unusual statement and started trending online shortly after the video of him saying the above was posted. South Africans are saying that the minister had seemingly disappeared until alcohol sales were prohibited again.
