PRETORIA, GAUTENG — As KwaZulu-Natal Provincial Commissioner General Nhlanhla Mkhwanazi concluded his testimony on the second day of the Madlanga Commission of Inquiry, he testified about businessman Brown Mogotsi. Mogotsi contacted him on multiple occasions, and he provided a timeline of the interactions.
Mkhwanazi was speaking at the Brigitte Mabandla Justice College on 19 September 2025. He testified about the communication he had with Mogotsi. Mkhwanazi introduced Mogotsi as a controversial businessman with access to sensitive police information on 6 July 2025 during the press briefing in which he made allegations of a criminal syndicate infiltrating the criminal justice system.

A timeline of Mogotsi's contact with Mkhwanazi
Mkhwanazi said that Mogotsi texted him on 30 September 2024 and informed him that there was an attempt from within the South African Police Service (SAPS) to discredit him. To prove this, Mogotsi sent him documents which included a copy of the SAPS occurrence book from Empangeni, KwaZulu-Natal, where complaints at police stations are lodged.
Mkhwanazi was stunned by this information and said that only a police officer should have access to such information. Mkhwanazi added that Mogotsi sent him a screenshot of a presentation from a meeting that the suspended Minister of Police, Senzo Mchunu, his staff members, and senior crime intelligence management.
Mkhwanazi said that it was unsettling that Mogotsi, who was not a police officer, had access to this kind of information.
"That was a concern for me because a person who's not a police officer— even worse, a police officer who is not working in crime intelligence— will sit in such a meeting and be able to take copies of presentations," he said.
