PRETORIA — Vusimuzi "Cat" Matlala appeared before the Madlanga Commission in Pretoria on 17 August 2026 for his first day of testimony, flatly denying that any of his companies had been awarded contracts by the Ekurhuleni Metropolitan Police Department (EMPD).

Reading from a prepared statement, Matlala told the commission that the only transaction involving one of his companies was conducted without financial gain. He said he had ceded Cat VIP Protection Provider Security Services to former Ekurhuleni mayor Tanya Campbell, framing the arrangement as one that yielded no personal profit.

When commissioners asked Matlala to produce supporting records for the security services his company provided to the former mayor, he acknowledged having none. He confirmed he could not furnish any paperwork to substantiate the claim.

Commissioners then raised a specific incident, questioning whether Cat VIP had provided security at a State of the City Address in Guruleni. Matlala confirmed this was the same arrangement he had been referring to in his statement, rather than a separate engagement. The questioning followed a formal, procedural tone, with commissioners carefully distinguishing between contracts formally awarded by the EMPD and other forms of business conducted outside procurement processes.
