GAUTENG — South African Revenue Service officials descended on the City of Tshwane's headquarters, Tshwane House, on Thursday, 29 October 2026, executing a search warrant on the office of chief financial officer Gareth Mnisi as part of an active SARS operation.
According to eNCA, the officials removed electronic devices belonging to Mnisi during the raid, including a laptop and cellphones.
Mnisi's history of allegations
Mnisi has been at the centre of controversy for much of 2026. He was suspended earlier this year following allegations that he shared confidential tender documents with associates and may have been implicated in a tender-rigging scheme.

A forensic investigation commissioned by the City of Tshwane reportedly found no evidence to substantiate the misconduct allegations, and Mnisi returned to his post in July 2026.
His name has nonetheless featured in proceedings at the Madlanga Commission, which is investigating allegations of corruption and criminal conduct involving the police and other public officials.

City of Tshwane confirms search warrants
Mayoral spokesperson Samkelo Mgobozi confirmed that the municipality received advance notice from SARS about the planned searches, which extended to both Mnisi's office and his residence. Mgobozi stated that Mnisi departed Tshwane House in the company of SARS officials and directed further enquiries to the revenue service.
What specifically prompted Thursday's operation has not been publicly disclosed. The allegations against Mnisi have not been established as fact, and it remains unclear whether the SARS search will lead to further action against the CFO.
Tshwane initiated disciplinary action agaisnt Mnisi
Previously, Briefly News reported that the City of Tshwane council took a decisive step against its Chief Financial Officer, Mr Gareth Mnisi, by initiating disciplinary proceedings that could see him placed on precautionary suspension. In a statement issued by Executive Mayor Nasiphi Moya, the city confirmed that the council has approved a report outlining the next steps. The decision comes in the wake of issues raised before the Madlanga Commission, which have cast doubt on Mnisi's governance and accountability within the metro.
