Joburg Pensioners Keep Property Rates Rebates Without Lifting a Finger, No Paperwork Needed

Elderly homeowners in Johannesburg have received welcome financial news. The City of Johannesburg confirmed that property rates rebates for qualifying pensioners will be automatically extended to 30 June 2027, meaning approved beneficiaries will not need to resubmit any documentation to hold onto their discounts.
The relief applies to homeowners already approved under the General Valuation Roll (GVR2023). As long as their municipal accounts remain in good standing, the rebates will carry over for the remainder of the current valuation cycle. Falling behind on payments or defaulting on an approved payment arrangement could result in the benefit being withdrawn.
Scale of relief for Joburg's elderly
The numbers behind the programme reflect just how significant this support is. During the 2025/26 financial year, the City granted rebates to 38,308 elderly homeowners, delivering over R329.8 million in rate relief across Johannesburg.

The automatic renewal removes a layer of bureaucracy that could otherwise see qualifying seniors losing out simply due to paperwork delays or confusion around reapplication processes.
Who qualifies and what relief is on offer
For homeowners who have recently turned 60 or who have never applied before, applications can be submitted by email at ratescomments@joburg.org.za, at City Customer Service Centres, or through the municipal website.
According to reports, pensioners between 60 and 69 years of age with properties valued at up to R1.5 million may qualify for either a 50% or 100% rebate depending on their monthly gross income. Those earning below R13,519 per month receive a full 100% rebate, while those earning between R13,519 and R23,172 per month receive 50%. Earnings above R23,172 per month fall outside the qualifying threshold. Recipients of the National Senior Grant automatically receive the full 100% rebate.
Pensioners aged 70 and older benefit from even broader relief. Properties valued at up to R2 million qualify, and eligible homeowners in this age group receive a 100% rebate regardless of their income level, provided all occupancy conditions are met.
All rebates apply exclusively to a single primary residence that is both owned and personally occupied by the applicant.
