GAUTENG – Vusimuzi ‘Cat’ Matlala has called on KwaZulu-Natal Police Commissioner Lieutenant General Nhlanhla Mkhwanazi to hand over a recording of their meeting as evidence to the Madlanga Commission of Inquiry.
The pair met in April 2025, but there are differing versions about what was discussed during that meeting and who brought up certain topics.
Matlala stated he could not understand why what he regards as a critical piece of evidence had not yet been submitted to the Commission. He made the statement on 24 August 2026 during his testimony before the Commission.

The meeting at the heart of Matlala’s request
The meeting, which involved Matlala, General Mkhwanazi, and KZN Hawks Head Major-General Lesetja Senona, has become one of the most contested focal points at the Commission.
Matlala's company, Medicare24 Tshwane District, had been awarded an irregular R360-million South African Police Service medical screening contract, but police had stopped issuing purchase orders, effectively halting the deal. Matlala sought intervention from senior police figures to have the orders released and met with General Mkhwanazi.
General Mkhwanazi also claimed that Matlala offered to provide information in exchange for assistance with his contract. The KZN Police Commissioner confirmed that he recorded the meeting and had intended to produce it if witnesses gave false testimony.
He maintained the gathering was an intelligence and surveillance operation targeting organised crime networks, and accused both Matlala and Senona of distorting what took place.
General Senona provided a different account
Senona, who testified before the Commission on 27 January 2026, confirmed his attendance but said he had not organised the meeting. He claimed he accompanied Matlala because Cat was uncomfortable speaking to General Mkhwanazi alone and added that he was not present for the full conversation, having moved between the kitchen and living area. He also discussed his close relationship with Matlala.
During his cross-examination before the Madlanga Commission, General Senona asserted that General Mkhwanazi wanted Matlala, who had contact with Esmael Nangy, to intercede so that Nangy would withdraw/drop his civil complaints and criminal charges against the police. Matlala also claimed that General Mkhwanazi asked him for a favour.
General Mkhwanazi rejected these claims, stating that it was the former KZN Hawks Head who originally brought up the Nangy matter and suggested that he speak to Matlala about it.
Senona claimed General Mkhwanazi sent him threatening messages
