WESTERN CAPE — A 14-year-old boy who was arrested in connection with the death of a 10-year-old girl has been released into the custody of his parents.
The teenager, who can't be named, was arrested on 14 September 2026 after the girl's body was found in a dam in the Joostenberg Vlakte area of Kraaifontein. The victim was identified as Octovia Swart, who had been reported missing the previous day.
Western Cape Police spokesperson Constable Ndakhe Gwala confirmed that a 14-year-old boy was taken into custody following the discovery. He was initially charged with murder and was expected to appear before the Blue Downs Magistrates Court on Tuesday, 15 September 2026.

However, Gwala subsequently confirmed that the boy had been released into the care of his parents after the National Prosecuting Authority (NPA) instructed that the matter not be enrolled on the court roll.
Police response under scrutiny
The police's response has come under scrutiny after reports surfaced that Octovia's family and residents reached out to Kraaifontein police on more than five separate occasions on the day before her body was found.
During one of those calls — reportedly the third — Octovia's mother was allegedly told that officers would be on the scene within 20 minutes. According to the information shared, no officers arrived.

Community members took to social media to voice their anger over both the girl's death and the decision to release the teenage suspect.
