LIMPOPO — The Hawks have arrested the final suspect linked to a sophisticated passport fraud and human smuggling syndicate that operated across South African borders and Home Affairs offices.

The 41-year-old man was taken into custody in Tubatse, Limpopo, on Friday, 16 October 2026. He is due to appear before the Protea Glen Magistrate's Court on Thursday, 22 October 2026, where he faces charges of corruption, fraud, racketeering, and violations of the Immigration Act.

How the syndicate operated

At the centre of the scheme was a method investigators described as "photo-swapping." The syndicate's kingpin colluded with corrupt Home Affairs officials and vulnerable South African citizens to obtain legitimate passports. While the genuine personal details of citizens were used, their photographs were replaced with images of foreign nationals — allowing undocumented individuals to travel on valid South African travel documents.

The investigation, registered as Project Humulani in April 2022, was launched following intelligence gathered in late 2021. It was carried out by the Hawks' East Rand Serious Organised Crime Investigation unit, working alongside the Department of Home Affairs, the Asset Forfeiture Unit (AFU), and the Director of Public Prosecutions (DPP).

Kingpin jailed, assets seized

The primary kingpin behind the operation was previously convicted and sentenced to 14 years in direct imprisonment. Law enforcement also seized three Toyota Fortuner SUVs that were used in the syndicate's activities, while Home Affairs authorities identified, blocked, and cancelled several hundred fraudulently issued passports.

The arrest of the final suspect brings one of the Hawks' more complex multi-agency operations to a close, more than four years after Project Humulani was formally registered.
