SOUTH AFRICA — National Director of Public Prosecutions Andy Mothibi has appointed a panel to review criminal proceedings against former national police commissioner Fannie Masemola and several senior South African Police Service officials facing charges linked to the R228-million Medicare24 tender.
Masemola stands accused of contravening the Public Finance Management Act (PFMA), while co-accused officials face corruption-related charges connected to the same procurement deal.
NPA and SIU panel already assessing the case
State advocate Santhos Manilall informed the court on Friday that the review panel, comprising approximately seven senior NPA members alongside officials from the Special Investigating Unit (SIU), had already commenced its assessment.

Manilall told the court he could not provide a firm timeline for the panel's conclusions but confirmed its members were aware of the matter's urgency.
"I cannot give you a date when they will be complete with the assessment of this matter. They understand the urgency of this matter," he said.
He further indicated that the panel's findings would be submitted to Mothibi before the next scheduled court appearance and that the review would not disrupt active court proceedings.
"I will place their findings on record and deal with the matter appropriately there onwards," Manilall said, adding that the assessment would not affect the smooth running of the case.
Case postponed to 29 September
The matter was postponed to 29 September 2025, giving the panel sufficient time to complete its assessment and present recommendations to the National Director ahead of the return date.
The review comes as the prosecution continues to face scrutiny over charges arising from the Medicare24 tender, a controversial contract that has drawn significant attention to procurement practices within SAPS.
Police Union called for Masemola's suspension
Briefly News reported that the Independent Police Union of South Africa (IPUSA) called on the South African Police Service (SAPS) National Commissioner General Fannie Masemola to be suspended. Masemola appeared in court on 21 April 2026 in Pretoria in connection with the controversial R360 million tender awarded to Medicare24. IPUSA’s president, Bethuel Nkuna, said that keeping Masemola in office while he is facing charges of violating the Public Finance Management Act (PFMA) will create a perception of conflict. He also remarked that it could raise double standards concerns, pointing out that junior officers receive immediate suspension for misconduct. He said the public’s trust must be restored.
