SOUTH AFRICA — An upcoming internal disciplinary proceeding scheduled for 12 October 2026 will hear testimony from two key witnesses against suspended deputy national police commissioner Lieutenant-General Shadrack Sibiya. Sibiya remains in custody at Kgosi Mampuru II Correctional Centre following his arrest on separate criminal charges, including rape and the sexual grooming of two minors.
According to reporting by the Sunday Times, the disciplinary matter relies on evidence provided by a Political Killings Task Team (PKTT) member—designated as Witness C—and former police sergeant Fannie Nkosi. Both individuals are expected to outline details regarding Sibiya's alleged associations with accused underworld figure Vusimuzi "Cat" Matlala.

Nkosi, who previously served under Sibiya, was identified during proceedings as a supposed go-between connecting senior police leadership to organized crime networks. His upcoming testimony will address claims of financial collections made on Sibiya's behalf, alongside the alleged delivery of 20 impalas from Matlala to the suspended deputy general. These allegations form part of seven misconduct charges stemming from investigations conducted by the Madlanga Commission into state capture and law enforcement corruption.
Witness C is anticipated to recount details from a December 2024 raid on Matlala's property, where Matlala allegedly boasted about protection and influence among top police officials. Additional testimony before the commission claimed Sibiya attempted to assist Matlala in procuring a multi-million rand police health tender prior to its cancellation. Matlala remains detained after being refused bail for fraud, theft, and obstruction of justice.

Police spokesperson Brigadier Athlenda Mathe confirmed the disciplinary session was moved to October 12 to provide Sibiya time to consult legal counsel. Beyond the departmental charges, Sibiya faces an additional disciplinary process in November linked to his pending sexual offense case. During recent bail proceedings in court, an affidavit submitted by his wife, Sizakele Dlamini, detailed an attempt by an intermediary to discuss the withdrawal of charges
