Secretary of State Antony Blinken on Monday offered US assistance in building ties between Armenia and Azerbaijan, encouraging a permanent settlement between the adversaries two years after a Russian-brokered truce. At least 13 people died and more than 1,000 were left homeless after heavy rainfall triggered floods in the Central African Republic last week, the Red Cross told AFP on Monday.
