The Madlanga Commission of Inquiry, officially named the Judicial Commission of Inquiry into Criminality, Political Interference, and Corruption in the Criminal Justice System, was established by President Cyril Ramaphosa on 13 July 2025. Chaired by Justice Mbuyiseli Madlanga, the commission aims to investigate allegations of criminal syndicate infiltration within South Africa's law enforcement and judicial institutions.

These allegations, notably raised by KwaZulu-Natal Police Commissioner Lieutenant General Nhlanhla Mkhwanazi, suggest undue influence over entities such as the South African Police Service (SAPS), National Prosecuting Authority (NPA), State Security Agency (SSA), and various police departments.

Mkhwanazi kicked off the testimonies at the commission. He spent three days detailing the extent of the criminal infiltration. His testimony implicated figures such as Police Minister Senzo Mchunu, former ministers Nathi Mthethwa and Bheki Cele, and senior officials, including suspended Lieutenant General Shadrack Sibiya.

The commission’s mandate includes assessing the scope of the alleged infiltrations, identifying those involved, and recommending appropriate measures, such as criminal prosecutions and reforms to strengthen institutions. Public hearings, which began on 1 September 2025 at the Brigitte Mabandla Justice College in Pretoria, are expected to conclude in March 2026.
