EKURHULENI, GAUTENG — The Ekurhuleni Metro Police Department (EMPD) has reportedly re-appointed Kelebogile Thepa as its spokesperson. This was after she testified before the Madlanga Commission of Inquiry.
Journalist Pule Letshwiti-Jones reported on his @pule_jones X account that Ekurhuleni's newly appointed City Manager, Kagiso Lerutla, has reinstated her as the spokesperson. Thepa testified before the Madlanga Commission and detailed how she received threats, was victimized, and was eventually removed from her position forcefully.
Thepa testified on 14 November 2025 that she was threatened and had a traumatic experience when she was robbed of her cellphone. The incident happened in 2023, and she believed the perpetrators wanted her cellphone. She also testified that Deputy Chief Julius Mkhwanazi disbanded the media unit of the EMPD.

Witnesses testified at the Madlanga Commission of Inquiry about the alleged police corruption in the Ekurhuleni Metro Police Department. The former EMPD chief, Revo Spies, was one of the witnesses. He alleged that a whistleblower was killed after exposing corruption in the EMPD.

Witness says Shadrack Sibiya asked Cat Matlala to take care of him
In a related article, Briefly News reported that a witness testified that suspended Deputy National Police Commissioner General Shadrack Sibiya had a special relationship with suspected cartel boss Vusimuzi "Cat" Matlala. The witness alleged that Sibiya asked Matlala, who was arrested for the attempted murder of his ex-girlfriend, actress Tebogo Thobejane, to take care of him.
The witness added that Matlala gave Sibiya R2 million to purchase a Bed and Breakfast in Gauteng. The witness testified that when Sibiya met Matlala, it was through a mutual contact who had died. He said that Sibiya did not want wireless transfers when receiving money from Matlala and only wanted cash payments.
