Shadrack Sibiya Case: State Alleges ‘Cabal’ Trying to Interfere With Prosecution

GAUTENG — The State has told the Randburg Magistrates’ Court that a “cabal” allegedly linked to Lieutenant-General Shadrack Sibiya is attempting to interfere with the case against the senior police officer.
According to reporter Ziyanda Ngcobo who was inside the court, prosecutors told the court that the alleged interference was still taking place at around 2pm on Tuesday, 22 September 2026. The State also said it had voice recordings allegedly capturing attempts to interfere with the matter.
These recordings are expected to form part of the evidence presented during Sibiya’s formal bail hearing when the State opposes his release.
Sibiya faces five charges
Sibiya, 59, appeared in the Randburg Magistrates’ Court on Tuesday facing five charges linked to alleged sexual offences. According to the National Prosecuting Authority (NPA), the Deputy National Commissioner of the South African Police Service (SAPS) faces charges of rape, trafficking in persons, promoting the sexual grooming of a child and two counts of sexual grooming of a child.

The charges relate to alleged incidents between 16 May and 3 August 2026 involving an adult female complainant and a 16-year-old child.
The State alleges that Sibiya sexually groomed the child through electronic communication and is linked to an alleged rape involving the adult complainant. He also faces a trafficking charge arising from allegations involving three individuals.

Sibiya to remain in custody
The prosecution requested a seven-day postponement to allow for the enrolment and hearing of a formal bail application.
Sibiya will be transferred to Kgosi Mampuru II Correctional Centre and remain in custody until his next court appearance.
He is expected back in the Randburg Magistrates’ Court on 29 September 2026, when the State is expected to formally oppose his bail application. The allegations against Sibiya have not been tested in court, and he remains presumed innocent unless convicted.

Previously Briefly News reported that Acting Minister of Police Firoz Cachalia issued a strong condemnation following the arrest of a senior South African Police Service officer on charges of sexual grooming and rape. While acknowledging that the accused is entitled to due process and the presumption of innocence, Cachalia was unambiguous in his response to the allegations. In a statement, he strongly condemned the alleged conduct that has resulted in the arrest of a senior member of the South African Police Service.
