PRETORIA, GAUTENG — KwaZulu-Natal Provincial Commissioner General Nhlanhla Mkhwanazi accused a top cop of registering attempted murder-accused Vusimuzi Cat Matlala's cars as state vehicles and fitting them with blue lights. Mkhwanazi continued his testimony on the second day of the Madlanga Commission of Inquiry's public hearings on 18 September 2025 in Pretoria, Gauteng.

Mkhwanazi continued his explosive testimony on the alleged infiltration of the criminal justice system by a criminal syndicate. He appeared before the Commission of Inquiry, which is being held at the Brigitte Mabandla Justice College.

Mkhwanazi implicates top cop

Mkhwanazi said that Matlala has been enjoying too much privilege from law enforcement. He said that a few of his vehicles were registered as state vehicles by the Deputy Chief of Ekurhuleni, Major-General Julius Mkhwanazi. He said Mkhwanazi facilitated the registration of Matlala's vehicles under the municipality as state vehicles.

Matlala and blue-light saga

Mkhwanazi added that the vehicles were also fitted with blue lights, which were meant to be used by law enforcement vehicles. The vehicles were then given to Matlala. He said that the only authorised bodies permitted to drive with blue lights are the South African Police Service, Metro Police, traffic police, and military police.

When was Mkhwanazi investigated?

According to Eyewitness News, Mkhwanazi allegedly authorised the use of Ekurhuleni Metro Police Department Vehicles in 2023 by Matlala's company, CAT VIP Protection. An investigation revealed that four vehicles were registered between 18 and 24 January 2023 as Ekurhuleni vehicles. The ownership of the vehicles we changed and registered as CAT VIP vehicles.

Mkhwanazi implicates Senzo Meyiwa murder accused

Earlier, Mkhwanazi also exposed how the justice system frees repeat offenders. He gave an example with Fisokuhle Ntuli, one of the five men on trial for the murder of former football star Senzo Meyiwa.

He said that Ntuli was charged with four attempted murder cases in 2016. He was convicted and sentenced, and appealed the decision. He was subsequently released on bail and reported to have committed four murders before he was arrested.

Mkhwanazi accuses Member of Parliament

In a related article, Briefly News reported that Mkhwanazi accused National Coloured Congress president Fadiel Adams of gaining access to sensitive information from crime intelligence. He spoke on the second day of the Madlanga Commission of Inquiry.

Mkhwanazi said that although Adams played no oversight role in crime intelligence, he had access to information that was classified. Fadiel defended himself and said that the files were dropped at his office.
