KWAZULU-NATAL — The Madlanga Commission has received testimony that roughly R2.3 million in deposits was traced to bank accounts belonging to Cash-in-Transit task team leader Lieutenant-Colonel Deena Govender and his wife.
According to SABC News, the financial evidence was presented by Len John, the Independent Police Investigative Directorate (IPID) Deputy Director of Investigations, who completed his testimony before the commission this week. His testimony occurred as MP Fadiel Adams' testimony was postponed. John's testimony covered alleged gang activity in the greater Durban area and purported police involvement in criminal operations.
He told the commission that the financial transactions were connected to a reported R2.5 million contract placed on the life of a local tow-truck operator. John further testified that close to R500,000 in cash was paid directly to conveyancing attorneys as part of a R2.3 million property purchase linked to the officer.
Govender linked to R2.5 million alleged hit
Central to the testimony was a recorded phone call from 25 January 2023. John stated that Bevan Loftus, upon learning of the alleged arrangement, contacted Clive Nica directly to confront him about it.

"Bevan Loftus was informed that Clive Nica had offered Lieutenant Colonel Deena Govender R2.5 million to kill him. On the 25th of January, 2023, Bevan Loftus phoned Clive Nica to confront him about this," John said. "A recording of this call has been retained, and a transcript of the call is contained in the bundle, as appears from the transcript."
Commission continues to examine alleged police misconduct
The Madlanga Commission is tasked with examining allegations of serious criminal conduct and misconduct within the South African Police Service. John's evidence formed part of a broader body of testimony concerning alleged collusion between certain officers and criminal networks operating in the KwaZulu-Natal region. John concluded his evidence before the commission following his detailed account of the financial transactions and the circumstances surrounding the alleged murder-for-hire arrangement.
