MPUMALANGA — Mpumalanga taxi boss Joe "Ferrari" Sibanyoni is facing increased legal pressure after reportedly being served with a Rule 10.6 Notice by the Madlanga Commission, which is conducting an investigation into organised crime and corruption.

His lawyer confirmed to SABC News that the notice was received last week. A Rule 10.6 Notice is a formal instrument issued by a commission of inquiry, compelling individuals to respond in writing to specific allegations or make representations before the commission determines whether testimony will be required.

Madlanga Commission probes Kwaggafontein links

Reports indicate the commission's line of questioning concerns activities in Kwaggafontein and alleged criminal networks operating within the taxi sector. The commission has declined to discuss potential witnesses or forthcoming appearances, stating those matters will only be addressed publicly if they emerge during open hearings.

Whether Sibanyoni will ultimately be called to testify has not been confirmed, but the notice indicates that investigators are actively seeking answers related to the taxi industry and its alleged ties to criminal syndicates.

Separate criminal charges already before the courts

The development adds to existing legal difficulties for Sibanyoni. He and three co-accused, Mvimbi Daniel Masilela, Philemon Msiza and Oupa "Bafana" Sindane, face charges of extortion and money laundering. Prosecutors allege the group extracted more than R2 million in protection fees from a businessman over a three-year period between 2022 and 2025. All four were granted bail, and the case continues before the courts.

Sibanyoni has also featured in a separate high-profile matter as an alleged victim. Underworld figure Vusimuzi "Cat" Matlala stands accused of orchestrating an assassination attempt against the taxi boss during an ambush in 2022.

Meanwhile, the Madlanga Commission's proceedings on Thursday turned to KwaZulu-Natal, where allegations involving gangs, hit squads, drug syndicates and possible links to law enforcement agencies are under examination.

Sibanyoni arrested for extortion

Briefly News reported that prominent taxi boss Joe ‘Ferrari’ Sibanyoni was arrested and held at Middleburg Police Station. According to reports, the 60-year-old Mpumalanga businessman was taken in by the Special Task Force in the early hours of Tuesday, 12 May 2026. Sibanyoni was arrested alongside Mvimbi Daniel Masilela and Philemon Msiza over an extortio case.They made their first appearance before the Kwaggafontein Magistrate's Court on 13 May 2026.
