GAUTENG — The 18-year-old woman, who accused Shadrack Sibiya of rape, has told the court she lives under constant fear, urging the magistrate to keep him behind bars.
"Day in and day out, I am living in constant fear," she stated in the affidavit.
Her affidavit was placed before the court by the State during the former South African Police Service Deputy National Commissioner's bail hearing. The former senior officer was arrested in September and faces several charges, including rape.

Witness identity revealed in court
A separate and serious concern arose during closing arguments when Sibiya's legal team disclosed the full name and contact number of a protected witness referred to in court proceedings only as Mr M, the father of a 16-year-old complainant.
The state objected strongly, arguing that the deliberate disclosure demonstrated that witnesses in the case were vulnerable to targeting and intimidation by third parties. The magistrate intervened and ordered the defence not to repeat the disclosure, instructing that the witness be referred to exclusively as Mr M going forward.
The bail hearing continues, with the court yet to rule on whether Sibiya will be released pending the outcome of his trial.
General Sibiya moved to Kgosi Mampuru over escape-attempt allegations
Briefly News reported that General Sibiya appeared before the Randburg Magistrate's Court on 22 September 2026.
The State revealed that it was aware of reported escape attempts linked to the senior officer, which led to his move to a secure facility.
He was then moved to Kgosi Mampuru II Management Area, a large maximum- and medium-security prison in Pretoria.
